but he promised it will be somebody well qualified. new signs of the growing tension between north and south korea. four american f-22s stealth fighters have flown over south korea. north korea is expected to view the arrival of the planes as a direct threat. tensions between the two the countries boiled over after the north fired a long-range rocket earlier this month. and we're learning this morning that the obama administration had a fallback plane from the iran nuclear talks fell through. according t "the new york times," the u.s. had an elaborate cyberattack planned. nitrozeus as it was called would have disabled iran's air defenses. communications, even the power grid and it would have given president obama alternatives to war if the talks had not been successful. a coast garret hearing into the sinking of the el fair role e cargo ship r rumes this mororng in florida. thehip went down last october with 33 people on board. during yesterday's testimony it

a leading advisory panel has concluded there's no need to screen all children between 18 and 30 months old. the group of expxpts say more resesech is needed to assess the benenets and harms of uninirsal screening. but parents are advised to keep an eye out for early signs of autism. and despite all the attention the tap water in flint, michigan isn't safe. lead levels in hundreds of homes are twice as high as hazardous waste and investigators warn that may be too high for filters to handle. flint residents have ever been paying the highest rates in the country for their unsafe water. for some folks in florida life will never be the same when the florida lottery introduces another winner of last month's massive jackpot. it grew to just under $1.6 billion for the january 13th draw. today we're going to learn the identi of the second of three winners.

more than $528 million. in the meantime, john and lisa robinson of tennessee werer th first to claim their share of the jackpot. their check said nearly $529 million. but they took the lump sum which came into $328 million. john robinson tells us their lives have been chaotic since going public. he says they've received lots of letters asking for money. robinson says he's looking forward to do traveling, buying a farm and a horse for his daughter into it was moving when they came forward because they id they're going too willive in the same house. i believe they said their daughter will a lot of student loans that they wanted to help payoff and seemed very down to earth. >> i think he the loans will be just fine. >> there's a new best in dog at the nation's most prestigious dog show, c.j. beat out more than 2700ther dogs to c cim the title.

it only thatrere good morning. i'm reena ninan. >> and i'm kendis gibson. here are some of the top headlines we're following there morning on "world news now." a final farewell. supreme court justice antonin scalia will lie in repose at the high court friday. president obama is vowing to nominate a replacement setting the stage for a bitter political fight. detail ahead. the american band eagles of death metal return to a stage in paris last night to finish a concert cut short by a terror attack. the crowd included several hundred survivors of the attack which left 89 people dead. there are major delays driving across western colorado and this is why. after a rock slide shut down interstate 70, it will be more than a week before it's completely reopened. drivers face a four-hour detour.

for his 30 years as a justice. in california, president obama paid tribute to scalia as a supreme court giant but also made it clear he's ready to fight to replace him. >> i intend to nominate somebody to present them to the american people, to present them to the senate. i expect them to hold hearings. i expect there to be a vote. >> reporter: but republicans remain dug in, insisting the next president should name scalia's replacement. the president pointed out there is precentor the senate confirming a justice during a president's final year in office. president reagan's nominee, anthony kennedy, was confirmed in february 1988. but kennedy's case is an unusual one. the vacancy came the previous year, in july 1987, when justice lewis powell resigned. reagan first nominated robert bork, who the senate rejected after a long, bitter debate. reagan then nominated the less controversial kennedy in november 1987. the senate confirmed him three months later, 97-0.

left in obama's presidency, there's plenty of time to confirm a justice. president obama was asked if people should assume that he's going to nominate a moderate to replace scalia, somebody who would have support from republicans. the president said that we should make no assumption on who he will nominate except that it will be somebody who is well qualified. jonathan karl, abc news, the white house. after trading insults with ris republican rivals, trump is sparring with president obama. he predicted voters would not elect him and trump was in rare format a rally florida south carolina when he was interrupted by a protester. supporters who escorted the protester out were invited to the stage to speak. >> if it wasn't for mr. trump right here, i don't think any of us would have the voice that we have. >> looks like the son of joe the plumber. >> trump is 16 points ahead of ted cruz in the latest south

and jeb bush. >> on the democratic side, an hillary clinton has a big lead over bernie sanders in south carolina. it's a much closer races in in nevada. she met with black leaders in new york city and vowed to protect economic oppores and voting rights of african-americans. sanders has also made a similar appeal. he attended a prayer breakfast with african-american ministers in south carolina and met with the daughter of police chokehold victim aaron garner. sanders later traveled to atlanta where he spoke to thousands of young voters many from historically black colleges. another set back for bill cosby. a suburban philadelphia judge won't dismiss the charges against the comedian sing he sees no evidence of a deal more than a decade ago to prevent criminal prosecution. that palestinians for now, the case can proceed with a preliminary hearing in three weeks. the 78-year-old tv star faces ten years in prison if convicted.

irritation here. there were some overeager fans nearly toppled him. >> okay. and we are learning some new details about an apparent laser strike on the pope's plane as it came in for a landing in mexico city last week. a newly released audio ground control can be heard warning the pilots about the strike. the worry, of course, is that the pilots can be blinded by the bright light. but the pope's plane landed without incident. nearly every major u.s. airline plans to apply for flights to cuba now that the two countries have signed an agreement restoring commercial travel. it allows 110 daily flights. travelers will have to have a reen other than tourism. here's serena marshall. >> reporter: flying to cuba just 90 miles south of the florida keys could be an easy flight again. the u.s. and cuba for the first time in 50 years signing the deal to allow commercial flights between the two countries. >> it represents a critically

him off in handcuffs apparently over an unpaid student loan that kristine dobbyn of our houston station reports. >> reporter: paul aker says last thursday he got the shock of his life at his south west side home. >> i walk out slowly with my i'm here. i'm here. >> reporter: u.s. marshals him. he says he had no idea why. it wasn't until the ride to jail he finally got an answer. an outstanding student loan. >> what? all those guys and all those guns for a student loan? how much? the judge will tell you. the judge wants to see you. >> reporter: aker says he had two previous loans he paid off after graduating in engineering at prairie view a&m and did not know he owed $1,500. they rolled out a list of notices since 2006 that aker says he did not receive. he said he was cuffed and taken before a federal judge. >> he asked me am i in the habit of stealing from the government? i said, no, sir. >> reporter: the u.s. marshal
